Why the back costs more than the screen
The screen on an iPhone is built to come off. Techs do it every day. The back glass on the 13 mini isn't. It's part of the phone's glass-and-aluminum body, and Apple didn't design it to be swapped on its own.

Do you even need to fix it?
A cracked back doesn't stop the phone from working. Plenty of people slap a case on and move on. Here's when you should still fix it:
- Sharp shards. If glass is flaking off, it can cut you. At minimum, cover it with a case or a back skin.
- Water resistance. The 13 mini is rated IP68 (6 meters for up to 30 minutes) only when intact. With cracked glass, treat it as not water resistant at all.
- Camera trouble. If the crack reaches the camera area and photos look hazy or flared, the camera glass may be damaged. Apple's rear camera price is $169.
- Wireless charging acting up. If MagSafe or Qi charging gets flaky after the drop, have a shop look.
